Hmm..
Before giving the Conclusion.. you must understand that katrina was there all of sudden while on the other hand raining can't create such disastor instantly.

Take a example..
New orleans case = A aeroplain struck another in the air.
Mumbai case = A aeroplain go some technical problem in engine so he had emergency landing that causes loss.

Also no matter how harsh its raining but you can be safe if you are in a good building etc. But in hurrican whereever you are .. if you are in its bath then chances are very very few of survival.

So can we still compare the both ? There is no comparison as both are totally different situations.

So in mumbai it was loss but there was also time to get some rescue.

Another thing.....

The New Orleans city is well below the sea level so the water will not
go nowhere. Mumbai is not under the sea level so water will not
stay for a longer period of time.

Also it is a shame that moran G.W. was on vacation and he did not react until 2 days.

One other thing.
Monsoons come every year and people should be better prepared for them.
Hurricanes come every year but people never have any idea what effect it will have. This was COMPLETELY unexpected.

Mumbai and New Orleans cannot be compared.
The disaster of Katrina and the rescue effort is the fault of everyone and no one.

Also, the entire city of New ORLEANS was NOT EVACUATED. Many people are too poor, too old, too alone, too helpless to evacuate.
