In Wishes and Celebration Section, only start a new topic if there is no previous topic on same subject.

eg. If you are going to wish "Friendship Day" then only start if its already not there, if its there then kindly use existing topic to give your wishes.

If there is any duplicate topic by mistake then will get merged into single topic.
